After Call for Proposals were issued by the Alliance with the Health Systems Financing (HSF) Department in WHO, ten teams were selected to attend a proposal development workshop in Cape Town from 22-26 March 2010. Technical support was provided by the HEU – Prof Lucy Gilson spent a day teaching policy analysis and assisted teams in developing related aspects of their proposals. During the week, Prof Di McIntyre and Dr Honda answered questions and provided written and verbal comments on proposals.

The purpose of this workshop was to:
• refine and move towards finalizing proposals;
• promote the exchange of ideas and strategies between participants; and
• foster methodology standardization to facilitate cross-country comparisons.
