		<description>1) Who&#039;s to say that the investment in &quot;monitor[ing]&quot; equipment, and the upkeep thereof, will not actually lead not to a reduction in &quot;later&quot; costs, but an increase? Sounds like a bit of a wager, too much current costing/projecting expenses absent to really vote on Part II, above. But, Re Part I, yes, it does read as though early ART&#039;s could reasonably &quot;lead to overall cost increases in the long run as patients could live for longer&quot; -- but of course that raises the ethical issue/question of, &quot;but isn&#039;t longer life the aim?&quot; Careful balance is key, here. This terminology seems to be lacking.</description>
